Which lids are being operated on. Upper eyelid surgery and lower eyelid surgery are separate operations. Insurance gaps. Standard travel insurance does not normally cover elective surgery abroad, and the FCDO states that your insurer, not the government, arranges medical repatriation. Without cover, that cost is yours.
No free NHS rescue for cosmetic complications. BAPRAS is clear that the NHS will always treat a life-threatening emergency but "will usually refuse treatment for less serious complications or bad outcomes" after cosmetic surgery.
